Film On Top Of Water

I am treating my betta for what I think (but desperately HOPE is not) columnaris. The reading I did the other night says the bacteria likes very warm water (I had temp at 80 F, have since turned it down to about 76F) and hard PH (we have very hard water and the tank he is in reads 8.4 PH). He has been listless, and is developing pinholes in his fins, and is looking somewhat bloated. Last night I noticed a clear film on top of the water. Is this from the meds I`m putting in (Maracyn TC) or is my filter not doing its job? I have the intake on the filter wrapped up with a thick piece of Fluval foam because I was afraid it would suck the bettas fins into it, but maybe I`m restricting it too much? Can anyone tell me if this is so?
 
the film on top is common even if you werent medicating. it comes from oil on your hands (if theyve been in the tank), oil in the fish food, etc...id say nothing to worry about. if you dont like it, use a clean white paper towel and mop it up. it is not harmful to the fish.
good luck with the treatment of your betta. hope he makes a speedy recovery.
 
how's the betta doing/ showing any other symptoms other than lethargy and pinholes (which might be from snagging them on things in the tank...not necessarily from something sinister). id like to know and help if he's still feeling under the weather.
