Thye are most definately brackish. 100%. They have been known to live about 15 years or so if kept well. Kept well means in BRACKISH WATER. They should not be kept in freshwater, definately not.
Come to think of it, people often have the very same misconception with Green Spotted Puffers, in fact, they can be, and are actually fairly oftenly kept in the complete opposite to freshwater, marine. They do well in this! They do not do well freshwater. Not at all.
Just another bit about misconceptions of certain puffer!

Fig 8's are low end brackish, an SG of 1.005 is fine for life, but between 1.003 - 1.007 should be fine. GSP's are a different matter, with the SG rising with age and full marine (1.020 - 1.026) is possible with an adult, but I believe they don't HAVE to be in full marine when adult, 1.010+ is usually considered adequate.
Disclaimer this is from what I have read on various websites and been told here and elsewhere, some websites say different as they always do
