Fighting Fish? - Help

I have 2 fancy goldfish, one red cap oranda and one red and white fantail. I introduced the red cap first as advised by the pet store, and two weeks later introduced the fan tail. after being together for a week, i've noticed weird behavioural actions between them. At first the red cap was almost showing the fantail around, but in the past day i've noticed they seem to be agro towards each other.
They firstly seem to be swimming under each other, just under the anal fin, which they both do to each other, and seems to annoy them.
They also circle each other, in a tight circle, and almost bash in to each other. they do seem to be 'nipping' at each other, but there is no damage to fins or their bodies...
anyone know whats going on? are they fighting or what?

they're both 7-8cm head to tail end.

any help apreciated!

how big is your tank?

they're currently in a 17 litre. they both used to be in seperate tanks, but i'm currently moving house, so they were moved together, but i put them in at diffrent times to get them used to it. the tank and filter were all set up 2 weeks before, and the chemical tests came back all fine.

normal size tank they have a 18 each.
 
The tank is much too small, they don't have their own space to get away from each other.
 
i dont have the new tank sorted out yet, and wont for 2 weeks.

what should i do? divider?
