Few Questions!

I dont kno much about ur first two questions. However, MOST FISH ARE NOT CANNIBALISTIC!!! WHERE DID YA HEAR THAT? :lol:
 
Depending on the tetra they can be anywhere from easy to impossible to breed. You'll have to set up a breeding tank with no other fish just for them as the fry will get eaten in your current setup. Don't know what you mean by cannibalistic, but most fish won't go out of their way to eat others of their own species... though many predators will kill off their competition.

Not sure if by spotted green puffer you mean the green spotted puffer or something else that looks similar. Green spotted puffers need high end brackish when young and full salt water when fully grown, might want to see if you can get a positive ID on your species as there are a couple that look very similar. Would probably be a good idea to house your puffers in separate tanks either way since they'll probably go nipping at the other fish (and each other!) eventually.
