If i put a layer of aluminum under the tank will that block much in the way of electrical interference from pump/heaters ?

That would need an engineer's voice, but it is an interesting question. A lot of people keep electrical communication fish and don't think of that. I wouldn't have and it's a really good point.

Rubber might work better, if the devices weren't in the tank.

They are not int he tank - given the size they are in a sump below the tank. The sump will be glass.
