External Canister Advice

Hey everyone,
im in desperate need of someones advice, as every local petshop has different advice.

Ill just give you a quick run down to my problem and how the issue was raised,

Ive always wanted to keep fish and the moment i moved out of home i went out and got a tank, I got the juwel rekord 80, it was a med size tank n everything was there to get me started. the reason i purchased this tank was my mate ran a fish place around where i used to live and he highly recomened theses tanks as they were among the best quality. Yes i agree the tanks are extremly nice, but i have had a shocking run with mine. I have had cloudy water i have been unable to get rid of, ammonia levels hiting 10ppm, i had used all the right chemicals and the tank just got worse and worse after 6 weeks i managed to have the tank clean for a week. there was lots of cloudyness and when the tank finally did clear up there was soo much gunk that wasnt getting picked up. i tried soo much different advice, chemicals, water changes, everything. I had a guy from the local shop come and have a look in my tank, he pulled out the juwel internal filter and discovered it only did 220l/h, now correct me if im wrong but the bare minimum for circulation is the tank should be circulation 4 times per hour, the current pump is barely doing 3 so the problem was found. the tank has been running for 7 weeks now, and when the water was clear and the levels were right i put 10 neons in there, if i knew what was to come i wouldnt have, but they are still ok now, i got a small 400l/h internal just to get the water ok for the neons until i could get an external. Now here comes the question. Once this tank is established im hoping to run a discus set up with 3 discus and 15 neons so i dont want the water two rough as the discus dnt like that yeh...?and after spending soo much on the setup and chemicals i didnt wana spend heaps on the etxernal. I also wanted to ru n a uv sterilizer as i was running discus they are exoensive and dont want them to end up dieing from some disease/bacteria, so it came down to two options

1. a sera 1300l/h 4stage external filled with quartz noodles, but its 2nd hand from a shop so i dont know its history, but my mate in the store can do it for AU$70 no warranty. and there are no pipes for it, he said he will jus look around to find me some. then i will have to go out n buy the UV sterilizer

2. OR a BOYU 750l/h external brand new, all pipes and an inbuilt 5w UV sterilizer AU$120

ok my questions are, does anyone run any of those pumps, and are they good/bad had problems with them?which would be the better for my tank (80L, discus setup)

what one would you pick for my situation
