i have tis bag of epsom salt and it seas it can be used for fertilizing plants but i dont know if iys just for ground plants or will it work for aquatic ones to?

If you have hard water you won't need it. If you're water is extremly soft you can add a little - But it's about the 5th most usefull element in a planted tank after Nitrogen, Phosphate, Potassium and Calcium

IMO

I add Epsom salt to my aquarium in order to achieve a 10ppm conc of magnesium according to EI dosing.

Unless you're adhering to a heavy fertilization regime then don't worry about Epsom salts.  Like SO19Firearms says, other nutrients are far more important.
