if those are fluorescent lights, then yes, it is plenty if the bulb is the right color (around 6,700k)

if they are incadescent lights, then they are worth next to nothing for plants
 
Incandescents are pretty bad for aquariums. I would try to make a switch to flourescents. It doesn't really matter if it says it's good for plants, the best light for plants is 5000K to 6700 K. I could say I was a mathmetician, but I'm not. But how would you know? :sly: :p
