Electric Blue

I posted a few weeks ago about some electric blues I was going to buy. Well, I went back to buy them and they kinda looked sickly so I didn't buy any. Now another LFS near here has some electric blues that look really healthy and are at a good price ($5.99AUD-on special to make way for more exotic fish).....they are about 2-3 inches long and are a grey colour.

Which had me wondering that perhaps they are female? Or are they just juvies who haven't coloured up yet?

At what size, approx, do electric blues get the colour. These ones had no hint of colour (but perhaps the light is bad)....
