Eheim 2227 Wet/dry Filter Setup..how?

hi i am new here however i have just bought an eheim 2227 wet/dry external filter. i filled with water and put pips in right place and turned on, the pipes aren't cut to length yet though and the height from bottom of the pump is around 1.5m could eiter of these factors be the reason i can hear the filter working but no water is being returned to the tank? also is the larger diameter tube the inlet and smaller tube the outlet (larger tube is on the left if i'm looking from the side that i can see the green tube with the foam in it) thanks in advance for your help
