Hi all I was wondering if there are any eels that are small enough for a 27g and that can be acclimitated to SW and if not can a figure8 puffer be acclimitated to SW?
all suggestions appreciated! ;)

Yes; spaghetti eels, Moringua spp. Not common in the trade, but Moringua raitaborua is relatively gettable if you ask a decent retailer. They're social, and very shy, and almost entirely nocturnal, so be sure and get a group of you want to have any chance of seeing them do anything. Non-predatory, they feed on aquatic insect larvae, particularly bloodworms and mosquito larvae. Need sand -- not gravel -- for burrowing. Not recommended for inexperienced aquarists, but if you're reasonably expert, then keeping them alive isn't particularly difficult.

No.
