I'm getting a 20 gal soon, and I'm planning on having

5 GloFish
1 Otocinclus
1 Bristlenose Pleco
4-10 Neon Tetras
2-3 Sparkling Gouramis
1-2 Ghost Shrimp

And I was planning on getting a dwarf gourami, but I've read they're not very hardy and are suceptible to disease. If i got a female pearl gourami, would it be less or more aggressive to the sparklers and will it be okay for the tank and fish? Or should I stick with the dwarf?

Your tank is a bit too small for a pearl. Honey Gourami are a nice small type for smaller tanks and they do well in pairs or small groups. Make sure there are more females than males. Like 1-3 ratio. I've had croaking and honey gourami together and they got on with each other. I know Sparkling gourami look very similar to sparkling but I don't know if the personality is the same.
