You could keep quite a few. Adults are about the size of your thumb nail (and that's even a little big). You could probably start out with ten or twelve, and then have room for all of the offspring. I think seahorse.org could give you a better idea...I want to say you could have twenty or thirty in there, but I'm not 100% sure about that.
 
30 is probably a little high...more like 15-20. These guys are really small though!

People usually don't keep them in anything larger than a ten gallon.
