Dwarf sag in gravel?

I was thinking of adding some dwarf sag to my aquarium and have read mixed things online about whether this will grow in gravel (some sources saying you need soil for it to grow properly). Just wondering if anyone here has any experience with this?
The gravel I have is quite fine, and I would be happy to add root tabs if it would help. I have low/medium lighting and am not adding CO2.
I'm not expecting it to grow quickly as I'm not adding CO2 etc. but just wondering if it will survive/grow at all or am I better off getting something else instead (and if so, any recommendations)?
 
If it's a true aquatic plant it will grow in sand or gravel, it doesn't really matter.

If you want to use potting mix or something like that, grow the plant in a pot on the window sill.
