My dwarf puffer doesn't seem to want the blood worms I'm giving her but the tank is full of snails that she can snack on and I notice she's eating the snail eggs that are being layed. She is looking skinny, I'm not sure if I should be concerned or not.

Water conditions are stable, so the question is this: if she has a tank filled with baby snails, is this enough nutrient?

Try soaking the bloodworms in garlic. Leave it for a couple of days and she will hopefully be soo hungry she'll eat anything.
I find dwarves the hardest to get feeding...
 
Just snails isn't likely to be good enough, even if it's just because they need a varied diet.
Are you feeding live or frozen bloodworms? If frozen, try turning the flow of the filter outlet up a bit and putting the bloodworms in infront of the outlet so they'll get caught in the current and look 'alive'. If he/she is looking really skinny but still not accepting bloodworms after a few days try feeding some mussel or shrimp (make sure they're fresh and no preservatives have been added). This took you might have to 'move' by using your fingers (dangling just the shrimp in the water) or some other tools. Other foods that are good for them and likely to be accepted are live blackworms, live bloodworms and live whiteworms. There are some persons on this forum that sell colonies of live blackworms which you might be able to buy if you can't find them in pet shops.

Dwarf puffers can be hard to feed, but it's important they do get a varied diet. Hopefully you'll have some success soon. Good luck.
