Dwarf Puffer With Shrimp?

Hey there have got a 28 litre, which I think is about 7gallons. Currently houses a few guppys and shrimp.

Getting a bigger tank soon and want to keep this tank running, would leave the shrimp in this one and move the guppys to the bigger one. How do dwarf puffers do with shrimp?
