dwarf puffer for starter?

hi, i was jus wondering if a dwarf puffer is ok to start off with i have done alot of research and i jus want ma dad to now that if it is its a good choice

It all depends on whether you feel confident with it, though they aren't the most hardy of fishes. I know several people that have started out keeping discus, and I started out with a black pacu that I knew would someday grow to at least 3 feet. I have no idea how much research you've done, but if you think that you know the requirements of this species, then go for it.
 
As long as you properly research i see no harm in it. Just remember they are fully freshwater and can get aggressive when older. Make sure there are plenty of caves made from rocks or whatever in your tank so they can seek refuge. Also make sure there is plenty of filtration as they can be quite messy.

In a 20G tank you could get up to 5 - 8 dwarf puffers in a 20G with adequate filtration.

As far as tank mates go, you are very limited. Some people have had luck with some types of loaches, whilst other people have found smaller plecs to be better (bristlenose etc).

Umm ... 8 dwarfs in a 20 Gallon?! Thats waaay too much, you will Definatly get too much chasing/fighting in that then. Personally, I'd say dont keep more than 4/5 dwarfs in a 20 Gallon. Besides that, I think pretty much all info has been given already.

About the food, you'll need to feed them snails/shrimp from time to time as well to keep their teeth down. Bloodworms for their main diet, and for variety (however you spell that) add some brine shrimp or different frozen/live food once in a while
