Dwarf Gourami Sick, Has Green Scales?

Fish Symptoms (include full description including lesion, color, location, fish behavior): My dwarf gourami has been sitting on the bottom of the tank, "nesting" himself in between my decorations (sometimes in a vertical position), lethargic  not eating, and has some scales that look green on its body and on its head.



Volume and Frequency of water changes: 50% every two weeks (when I test the water)



Chemical Additives or Media in your tank: pH Buffer and tap water conditioner



Tank inhabitants: (1) Dwarf Gourami, (1) Golden Sucking Loach, and a few others whose species I cannot remember



Recent additions to your tank (living or decoration): None



Exposure to chemicals: None

Please note that all parts of the fish that look dark are actually dark (greenish), it is not the lighting. It almost looks like a bruise.
 
i'm looking on the internet and trying to find out the cause of your little guy's sickness, but I can't find anything. 
 
But having mentioned that you have a golden sucking loach, does the gourami's scales look like they have enough slime coat at all? Is the gourami avoiding every fish? On another forum, a member had a pleco suck the slime coat off of a bunch of fish in his tank and some fish were sick and died. He had to rehome the pleco, sadly. 
 
the gold sucking loach is probably the one who is doing this to your fish, when older they stop eating algae and then go after the fish.. i would rehome the loach.
 
Dwarf Gourami (and specific the cobalt blue / neon blue) from asia are 95% infected with Iridovirus causing the Dwarf Gourami Disease. Often kept overthere in tanks full of antibiotics to keep the symptoms (as yours) away. When transported and in "normal" tankconditiions it can take weeks, months, sometimes a year for becoming ill.
