Dragon Wrasse With Labored Breathing

Hey guys,
I have a dragon wrasse in a 45 gal with 2 clarkii , for some reason tonight his breathing seems labored. The water quality is perfect, just added an airstone for extra oxygen, just wondering I changed the substrate at the bottom of the tank from shell to crushed coral, he still burrows under the substarte but i wonder if hes stresses from the change in the substrate?
 
Well, apart from confusion as to why you'd change away from sand (it's a much better substrate), labored breathing is usually indicative of low Oxygen (which aeration will fix), and/or a sick fish. Are there any other fish in the tank, and are they also breathing labored?
