does waterproof mean airproof? if i have silicone tubing coming out of a bottle, and no water leaks out from the sides of the tubing, does that means its air proof?

Generaly, yes, But if the pipe/tube is sucking, it can draw air in but not leak water. What is your problem?

I would say no its not air proof. Think its all to do with molocule size and that sort of complicated thing.
Think about breathable waterproof jackets, keep water out let air through to stop you sweating. All down to the holes in the cloth being very very very very very very small

i want to make a co2 system, but i dont have any sealant for the cap. i cut out a perfect circle with a hole punch so it fits tight. i dont want co2 to be leaking out.

If you used a hole punch and made a perfectly circular hole and then inserted silicone tubing into the hole the silicone will seal it fine unless there is lots of pressure inside the bottle. If the tubing fits pretty tightly inside the opening I would trust it for the purpose that you are using it.
At work when we weld air tanks or any type of reservoir we usually fill them with mineral spirits (water would rust the tanks) and let them sit overnight to see if it leaks. If there is no puddle underneath it in the morning it is considered air-tight.
If I were you I would assemble the whole thing and submerge it under water. Then blow through the hose gently with your mouth and see if there are any bubbles leaking around where the hose comes through. No bubbles... you're all set.

Good luck with the project!
