Personally i find they agitate the water better but you get less flow.

Aye, anything you stick on the end of a filter reduces flow. Spray bars are good for spreading out the flow so it covers the area better, angling the flow better for surface agitation, or for reducing the flow of filters that are blasting your tank into the next room.

I have some filters with spray bars on, some intentionally off, mainly for strength of pump reasons.

Depends what you mean by "better". If you mean more consistent over the whole area of the tank then yes. If you mean stronger then no.
