Do I Need Co2 In My Setup? Opinions Please.

I currently have a Fluval Venezia 190 with a fluval 204 external filter. I am dosing weekly with 15ml of Nutrafin plantgro (so far not impressed!) and I have also started adding AE Design Aqua Carbon (apparently similar to Excel)at 3ml per day. Lighting is 2 T5 24watt tubes. Firstly i'm not sure if the Watts per gallon on lighting is based on T8 or T5? So first question is, are my lights enough? I run them for about 10 hours a day on a timer. My stock list for plants is 1 pot of Llilaeopsis novae zelandiae (trying to make it form a carpet), 9 stems of Gymnocoronis spilanthoides (growing ok at the moment), 7 stems of alternanthera cardinalis (growing slowly and looking a little knackered!) and 2 Amazon Swords (growing well) All are aquafleur potted plants and ALL started off as single pots of each species! They are now starting to show signs or browny green algae like stuff on the leaves and are showing holes in the leaves probably from the clown loaches. Although one side of the tank seems to be growing A LOT better than the other, I presume this is due to filter flow! Any suggestions on what else I should be doing/adding?
 
To be honest its low lighting so I wouldn't be using anything to start with.
