Do I Need A Circulation Pump

Whatever a filter is rated 'up to' should be cut in half at least. This means that the 30 gallon filter you plan on using would really only be good for 10-15 gallons or so. I would take it back if possible and buy a larger size, something rated for 60-70 gallons or so.

I recommend an air pump for any freshwater site. I have seen them save entire setups when the main filter stops running for no good reason. They help with flow (better than pumps do IME), increase aeration, and many fish like them.
 
I like the AquaClears. They have the best filter media layout and you can easily customize it. The only downside to them is you should put a prefilter over the intake, the intake strainer just can't handle the flow (it can suck fish to it, clog quickly, etc.). I would do the AC70.

I agree with this. I have a AC70 in my 65 Gallon (along with a Fluval 305) and it is a champ. My LFS swears by them as well, claim they've had ones operating for up to 20 years.
