Do 10 Gallon Tanks Need Powerhead Or Air Stone ?

I have 10 gallon tank which has hang on filter, do I need powerhead and air stone in this small tank or the waterfall from the filter is enough ?

It can depend on the fish. Often though the filter is enough to get oxygen into the tank. I haven't used an airstone in a number of years.

What kind of fish that require more aeration ?

I generally divide it up by looking at the natural habitat of the fish. If they live in fast moving waters like many tetras do then they are going to enjoy higher oxygen content in the tank. Many bottom dwellers are okay with a tad less. Then there are fish like betta that are labyrinth fish require very little oxygen in the water.
