I was told by a friend that you can you 100% distilled water in a new fish aquarium and it is just fine for the fish... is this possible? also, would you need to treat it using any chemicals? What if i am using regular tap water... then what chemicals do i need to treat it with?

you will need to use a water conditioner like nutrafin aqua plus, this will remove the chlorine and chloramine from the water, you will need to use this every time you do a water change.

is that for tap water or distilled? or both

Distilled water has thought to have been okay to use. However sometimes it is lacking important vitamins and nutrients then from the water you get right out of the tap. I learned that once when caring for bettas and using that in their tanks. So I now use water from the tap just all the time.

Distilled water wouldn't have chlorine and chloramine.

tap water will need to be treated with tap water conditioner. Distilled water will need a mineral addative. distilled water is 100% water with on other chemicals, so sirtain things need to be added to it before using it with fish.
