ok i had a post about the discolouration of my sand and it turned out to be going anaerobic. i removed the plants as this was where it was happening and gave the sand a good stir as advised.

i got home to find one of my neons dead, it looked like either something had been eating its belly, or, its belly had exploded...

is this down to the nitrogen bubbles that were released during the stir up? or am i looking at something a little more sinister?

Well you might not no if the fish have been pecking at him, what other fish do you keep in the tank, and i very much doubt he exploded.

3 peppered cories, 1 silver shark, 2 male guppies, another 5 neons, 6 glolight tetra, 1 amano shrimp and 1 female betta

I would check your water stats ammonia, nitrate and nitrite as stirring up the sand coud've changed these and as neons are very sensitive to these things this is probably what killed ithem if somthing is amiss. The death descriptions you described are very common for neons as the take very little time to decompose and the eyes and stomach are the first to go giving them the appaerance you described, although it is also likely that one of your fish munched on them after they died.
