As I have recently mentioned my friend gave me a Goldifish they did have room for and neither do I thats why I am giving it away for free (PM ME IF INTERESTED)
When ever I turn on the tank light the golfish dashes around in a daze and hides underneath the filter. At first I thought it was because the fish wasnt used to light or filtration flow but now when I turn the light off, It swims around the tank as normal.
It is obvious the fish doesnt like the light.
or could there be another reason for this skittish behavior?
But can someone please tell me whats happening with this fish?

Did the person who had the goldfish before you keep it in a lighted tank? Does the tank have any decor? How large is the tank?
If you are looking to rehome the fish, telling where you live in the world will be helpful for prospective buyers :) .

It’s pretty common for fish to panic and dash about madly when someone turns the tank lights on. They don’t have eyelids and as such when you turn the tank lights on it hurts their eyes.
In the morning you should open the curtains or turn the room lights on first. Leave them on for at least 15 minutes before turning the tank lights on. This allows the fish a chance to wake up slowly and not get blinded by the light. If you have more than one light on the tank then turn one on, leave for 30 minutes and then turn the others on.
At night before bed turn the room lights on first. Then turn the tank lights off. Leave the room lights on for 15 minutes after the tank lights have gone off, and then turn the room lights off.
