Mate of him has had his tank for just over 2 weeks but he took the advice of a LFS and added fish to his tank straight away after been told cycle would do make his tank fish safe in a hour

Anyways 2 weeks in and his fish are dead (new tank syndrome) i handed him the fishless cycle print out i go from here last monday but unknown to me he started a fishless cycle with the tank water that was already in the tank from when he had fish in there. So the wuestion is will it be ok to carry on or will he have to change the water?

There will be no problem carrying on the fishless cycle as long as there are no fish in the tank. Since he had fish in the tank for 2 weeks, he may even have the beginnings of a bacterial colony although it may not be well developed yet.
