Cycling Confusion

soo, i have a fully cycled tank (90L) i am going to remove one of the small sponges and put it into my (28L) filter, which is tiny, do i still need to add ammonia up to 5ppm? or is it ok to add a betta to it straight away and watch the levels? i read they dont create much ammonia?

A cycled sponge will have the bacteria on it you need so no need to add ammonia. That's given you don't overload the amount of bacteria. A single betta would be fine in my experience.
