Could This Be New Fin Re-Growth

To cut a long story short, my betta used to be kept in a BiOrb, whose media ended up shredding his beautiful fins into tatters. Around a month or so ago, I bought him a new tank, with no sharp or harsh edges that could harm his fins again. I've been really hoping for some re-growth and I've recently spotted something which may be new growth. I'm not sure if it is, so I need some advice.

I'm sorry the image isn't too clear, (my camera isn't all that fantastic) but I have circled the section of fin which might be "new growth" (it's the long thin bit within the circle, it's wider in real life - the image doesn't show it's width too clearly with the angle the betta is at).

its hard to say what is to be honest from that picture but theres no reason why it isnt his fin regrowing. it should happen if he's kept healthy and clean. it might not be as grand as it once was but it should heal. its strange its coming from the end and not just healing and growing from the base out but it isnt uncommon for regrown fins to have odd strands and shapes. as long as its actually healed he'll be ok. he like a nice fish shame you havent got a better pic
