could a JD be kept in a 46 gallon?

I figured as much about the hatchetfish. I just want some movement at the top of the tank while they grow. Also, I was thinking a few more fish would put the JD's at ease with their surroundings. Thank you again for all the help.

If you want top-dwellers that probably won't be at risk from the JDs, I woudl suggets giant danios. They get around 4 inches long, are very pretty, and are probably too big and fast for the JDs to eat. Someone please correct me if I'm wrong about this.
