Sorry forgot to respond mate, I got busy doing water changes last night.
Yeah you're right it is Ocean Rock and as you say as a base it should be fine, although it will never really become seeded or add anything filter wise to the tank as it is not porous, but it won't do any harm. As for that staining not sure what it would be, if it were me I would stick it in a bucket with a bit of salt water for a week or two and then see what test readings you get for copper.
