'cobwebs' On Betta Fins

I got home from school today and looked in my bettas tank to see my delta tail carrying around 'cobwebs' by his tail. They look like literally, little cobwebs that he picked up in his 'skirt'. I don't know what it is and i'm afraid. He seems to be losing his fins a little as well! Help me! He's beautiful, I don't want to ruin his fins!

Sounds like fin rot, have you tested your water prams? Do you have a pic?
It's probably very advisable to carry out a water change ASAP.

I got home from the dentist and they are gone now... there's still a little bit but It's gone for the mot part. I'll do a water change tomorrow since I can't tonight.
