Co2 System

I have a basic CO2 system. It uses sugar and yeast and something it calls stabilizer to produce the bubbles. I assume this is a fermentation process. Does anyone know what this "stabilizer" would be? I would like to save money and just go out and buy yeast and whatever this stabilizer stuff is instead of paying 8 bucks for 3 packs of the stuff at the pet store.
 
baking soda or bi-carb soda, you need about 1/4 of a teaspoon for a DIY setup.

unless you have really soft water, you don't need it.
