Cloudy Water For 2 Weeks!

Posting this for a friend so I don't know the particulars about the tank except what fish are in the tank...
 
The tank has been running for 2 months. It's a 20g. Stocking is as follows...
 
3 Gouramis
3 Guppies
2 Cat fish ( unsure what kind )
2 Zebra Danio
Pleco
Rainbow Shark
 
Yes, the tank is over stocked!!!
 
The water has been cloudy for the last 2 weeks, Even after doing water changes. Any ideas on what it could be? At first I thought a bacteria bloom, But when she said it's been going on for 2 weeks including after water changes, I'm thinking it's something else.

Nevermind....Found the problem. I didn't know that she was changing her filter cartridges every 2 weeks so her tank isn't cycling at all. I've advised her to re home the catfish, shark and pleco.

She should also add more Zebra Danio's or rehome them.

I've told her, But she won't listen. She said she is keeping them all.

it's really sad when you see people pretty much abusing their fish. Good on you for trying though!

I have a 55 community tank, Maybe I'll try to purchase the cats from her. I can atleast save them. The others, I don't have room for. I don't want a pleco because they dirty up a tank due to so much waste. I already have a shark so I can't get another. Maybe I can talk her into doing a trade...I'll buy 4 more Zebras and trade her those for the 2 cats. I'll think of something...
