How come chat doesn't work ?

We've all been there m'dear I only joined like, 3/4 months ago and spent ages waiting for my 2 months so I could enter.

I understand your concern. 
 
The rules of the forums have been set up for a reason, and as Sophie points out, it is primarily spam related.  The competitions and chat are there for our 'regular' members to join and enjoy.  That's not to say that new users aren't valued, but that they need to be 'vetted' in a sense.  By completing 60 posts and 60 days, we can feel fairly confident that you are going to be a continuing member, not just someone that stops by and then moves on quickly.

They must of just changed the rules because i was able to talk in the chat when i first started my account but like i said they must of changed the rules!

You will be able to, after using the forums.  Personally, I use both. 
 
But, in my humble opinion, and the opinion of the mod team, the forums are the best place for having discussions about your tanks.  You will get a wider range of responses, from a wider range of people, with a wider range of knowledge than just whomever happens to be in chat at the time.  The forum discussions are also searchable on the forum, unlike chat, so any discussions that are had in the forums will be available to future keepers looking for answers.  These discussions are also searchable by search engines, like Google, Bing, or your favorite.  This also helps to bring new people to the board, and that increases the knowledge base even wider.

Yes, but spamming the forum with irrelevant or useless posts, just to get in the chat room, is frowned upon and won't be tolerated.
 
As eagles has said, the chat room is there purely as bonus for long term members and is not, nor should it be, the main focus of the forum.

^^^ Nice centering though. i can imagine it's frustrating but you'll get there! Have you checked out the journals? People always love to have responses on their tanks..
