What rdd is saying is if you put sand on top of plant substrate, the plant substrate will eventually over time make its way to the surface, while the sand will fall down to the bottom of the tank.
The end result would be plant substrate on top, and sand on the bottom
What you can do is when you plant your plants, plant them in plastic plant pots that have the slices in the side. Put plant substrate in the plant pots with the plants and plant that into the sand.
That way you would not need to "double layer" your substrate with plant substrate on the bottom and sand on the top.
This is what I did with my tank that has sand as a substrate, just planted the plants right in pots and buried the pots.
