A 64L isn't going to have room for too many inches of fish overall, so as you add dwarves (which can get to what, a tad bigger than 2 inches, or is is 3?) you are knocking out shoal size for your smaller fish. The ideal if you could find females would be one male with two females (and plenty of plant cover near surfaces.) If you had to go with one male only or one male and only one female then you're going to have a slight unknown with respect to aggression. Male dwarves are definately subject to the gourami characteristic of individual variation in behavior (different than most fish types, at least in my opinion.) You just get some that are more aggressive than others - but you have to keep this comment in perspective, it's mild compared to many other fish, I guess you just have to experience it to fully understand it (tricos (3spot, blues, opalines) are the worst for the aggression, then perhaps kissings and dwarves are a fair bit less than that, then pearls are less than that and finally honeys and sparklings don't have much of this at all I believe.) I guess it might be a hard call between dwarves or honeys for a tank like this, dwarves are of course more red/blue silvery striking, whereas honeys are more warm orangy yellow, so that might be a factor for you too.
