Carpet Plants 0.50 Wpg?

Hey I have a 29 gallon with a single fluorescent light that produces only 0.50 watts per gallon and I wanted to grow some kind of low-light carpet plant. I haven't setup the tank yet, but when I do I'll have a DIY CO2 system, Seachem Flourite substrate, and Seachem Flourish. I was leaning towards Dwarf Hair Grass(DHG) or Dwarf Sagittaria. Would these plants eventually form a carpet over the months? The best I can do is go up 0.75 WPG with a new bulb because I do not have the budget for a new light fixture. Any advice would help, THANKS :)
 
Dwarf Sag would form one the quickest mate.
 
Problem is, it isn't that dwarf though. :/

Moss would work well, but you will have to trim it to keep it uniform and to stop the bottom going brown.
 
Actually I have found that when I bought my dwarf sag it was around 4-6inches tall but over time it shrunk, I cant remember if the leaves melted or aomething but basically my sag is now around 1inch tall, I think its my low light but im not sure,
 
Yeah mines around 1-2 inches tall, got a couple of rebel leaves tho.
 
It depends who cultivates to how tall it gets. Tropica stuff tends to stay smaller, the Asian stuff grows bigger. It's the same for certain stem plants.


At that low light my vote would be for moss.
 
Yeah but mine came tall but has ended up short?
