How big are your clown loaches? CLs are very active and sometimes even boisterous. And that, coupled with their size, may keep the cardinals from being themselves. Cardinals also prefer water with a temperature in the high 70s to low 80s, although they do okay in the temperature you have them in.

The clowns aren't very big. They themselves aren't the most active but more so than the cardinals.
