The Zac Carbo Plus consists of an electronic controller which is fitted outside of the aquarium, and a Stainless Steel and Carbon Sandwich which sits in the water. See product link for further information.
This is used but in perfect working order, and comes with the controller unit and a brand new, unopened stainless steel 'sandwich', but sadly not the carbon block which fits inside the sandwich needed to produce the chemical reaction which generates CO2.
The carbon blocks are available online - this link is the first one I found as an example (£20.99), the unit itself is over £100.
