I only want gravel and for a 4ft tank it's going to cost me quite a bit, can you use beach gravel providing it is throughly washed with hot water?

you can use gravel from a home improvement store which is much less expensive than aquarium gravel. Not saying you absolutely can't use beach gravel, but sadly the ocean is filled with all sorts of nasties.

How much am I looking at paying for gravel for a 4' by 1.5' by 1.5'

Not sure where you live but Lowe's sells pea gravel for about $3.50 for a .5 cubic foot bag. You would probably only need 1 bag. http://www.lowes.com/pd_92130-286-127510_4294857240_4294937087_?productId=3358842&Ns=p_product_quantity_sold|0&pl=1&currentURL=%2Fpl_Bagged%2BRock_4294857240_4294937087_%3FNs%3Dp_product_quantity_sold|0
