Can Whitespots Mean Anything Other Than Whitespot?

I just went and bought 5 x Rummy nose tetra...One of them has 2 very very very very very very small white dots on it's dorsal fin. And a second one has two on dorsal and one on it's tail.
Could this mean anything other than white spot?
There are no other signs of illness and no other spots on the body of the fish.
 
Small spots the size of a grain of salt is whitespot usually.
Any signs of flicking and rubbing.

Spots that look like a cluster of eggs or caulifower on fins can be lymthoycystis.
 
To be honest I doubt that it's even salt grain sized...but if it's going to be anything then I figured Whitespot.
And no..no flicking or rubbing.
They're just swimming around like you would expect any other fish too...
Hmm. Well I have meds on hand should it develop. I'm just going to have to keep a close eye on it.
I would take a picture but don't have a good enough camera.
 
Ok. If they get more of the tiny pin head size spots I would treat for whitespot.
