Pretty stupid question, but I've just moved mt 25L to my room and i didn't realise how loud the filter is...
ATM there's no fish in the tank (the store doen't have the fish i'm looking for) but the filter's underwater all the time and the tank's fully matured

if there are no fish in the tank, any bacteria will soon die off in the filter as they are not being fed ammonia etc. very soon you will have to cycle again.if there hasn't been fish in there for awhile i would say the bacteria are gone so switching off the filter wont matter.

If its not too late already you will need to keep your tank cycled or you will have to start all over again. How long have you had no fish in the tank? The bateria in the filter need oxygen as well as food to survive and if the filter has been turned off for a long period they will have been starved of oxygen.

If it is too late and your bacteria are all dead it will take about 6-8 weeks to re-cycle and if you do a fish in cycle you will need to do water changes every day - sometimes twice a day which is a pain!

If its only been a day or so since there were no fish in some bacteria should still be alive and you can keep the tank cycled by keeping the filter on and build the bacteria up again with a raw shrimp. It will last a month. Just be prepared for the mess and the smell.
