I dont think a dwarf can live happily in a 2.5 gallon. This is only my view.

In my opinion such a tank will be nicely suited to a betta though :) .
 
according to this page gouramy link dwarf goraamies need a 10 gallon or larger to thrive in. Others may say differntly and dont take what i say as 100% accurate, but I would not put a dwarf in a tank smaller than a 10 gallon as mine seem to be very avtive and enjoy swiming the length of the tank. Hope that link helps
 
I agree. While size-wise they would be fine, their activity level is much higher than a bettas, so they need alot more room. In too small of a space they'll get stressed, act aggressive, etc. You could do something like a couple of dwarf frogs or some ghost shrimp in that.
