Can I Use Pond Pump To Make A Vac?

I have no luck with using the gravity suction tube contraption..

I have a submersible fountain pump with hose conections on bot in and out ports. (pump must be under water it says)

I was wondering if I could hook a couple of hoses to it, and submerge it in some water in the bottom of a bucket. then using the IN hose to suck out the poop and old food? mabey even put a sponge over the end of it and use to scrub the sides?
