It's interesting how there are regulations about how to keep larger animals (cats, dogs, horses etc) and those rules are taken quite seriously. Whenever it's found that the animals are kept under unsuitable care RSPCA or someone would step in and remove the animals if needed. I've never heard of fish being removed from owners. I mean who would provide further cats/dogs to anyone who has a clear record of dead animals to neglegance?!
And keeping fish in an office?! They are purely there for decoration and probably knowone cares about them at all - I find it hard to imagine that anyone would do water changes in an office. They lucky if they get fed. The only way it should be done if the company who provided the fish would actually have a "maintenance" contract where the company goes out and does all the necessary waterchanges/filter cleaning etc - but it would be so expensive that noone would be interested - offices would just happily spend £20 here and there to replace the dead fish insread (there are plant providing companies who go out and regularly look after the plants - it's more like renting them and the company still owns the actual plants. However looking after fish is a lot more complicated and expensive)
But then again most petshops are purely driven by profit and they sell whatever they can to whoever they can to! Its just not fair on the animals!
