Can A Male Just Simply Not Like The Female?

well, after my 15g turned into disease city i had to move starburst into a big breeder in my big tank until im sure the other tank is okay

well flower who is well known for jumping in on the males, jumped in last night, but to my surprise was ready and willing to breed there and then, he flared at her but never went for her....but also refused to build a bubble nest for her....

so what im asking is can a male simply not want to breed with a female? or is it maybe a case of it not being the right setting?

ps i move her everything she does it, but i cant stop her!
