Bubbles?

So, I've had some troubles in my females tank these last few days that are slowly improving, thankfully. The troubles started when 3 guppies were clamping their pectoral fins only... then they took on a waxy look. I have been treating them and both of those things have improved as has their activity. It seems that they are now developing fin/tail rot (2 with tail and 1 with tail and fins)... I can deal with this and it will be fine.

But the new weird thing... as I said they have been a bit waxy but that is improving... but I noticed something odd. My filter adds a lot of bubbles that disperse across the top of the water... when these fish that are waxy go to the top of the water... these little bubbles stick to them for AGES before they pop or whatnot... its definately not ich but bubbles... whats up with this? Not seen it happen before where they don't pop pretty much immediately.
 
it could be like a oily bubble becaue my tank ha them on it for ages and my filter had the bubbles all over it. Change 20% of the water and try to remove the bubbles. its what i did and it seemed to get rid of most of them. i did this a couple of times over a period of about a month and they have all gone now. They should effect the fish in any way.

I am doing daily water changes already since my fish aren't 100% at the moment and I don't really think it has much effect. Anyhow... as long as its not a sign of something else going wrong, thats fine with me!
