Bubbles Near Filter Output?

Ok so i did a water change today, same way i always do , and i putin a bit more water then normal, so its right near where the water comes out of the filter (i was sick of the annoying water falling noise) well now there is a little stream of bubbles being created right near where the water comes out, they look just like my bettas buble nest (hes not in this tank).

When ever i try to scoop the bubles away, they just come back, .
Did i do something wrong making the water? or is it jsut normal?

I took out my fish cause i was scared (there are only like 4 of them) and i really would like to put them back in, but i dont want to kill them!

So please help, is it normal for bubbles to colonize right near the filter output?

Oxygen in the water isnt a bad thing :) provided you didnt put any washing up liquid in im sure its fine :p
